DRAFT MINUTES <br /> Page 2 <br />January 30, 2010 <br />City of San Leandro City Council Special Meeting <br /> <br /> <br />Ms. Diaz distributed a summary report of all community feedback surveys received as <br />of the end of January. Over 900 have been submitted. Throughout February and early <br />March, a team of managers and the police and fire chiefs will be making budget <br />presentations throughout the community, as well as handing out the surveys to obtain <br />more public opinions about City services. <br /> <br /> <br />C.Financial Overview <br /> <br />Year-to-Date and Mid-Year Savings and Adjustments <br /> <br />Budget Development Process Projections, Principles, and Guidelines <br /> <br />Service, Program, and Personnel Reduction Discussion <br /> <br />Pension Reform Update/Labor Relations <br /> <br />Council Feedback <br /> <br />Critical Actions/Decisions <br /> <br />Short Term <br /> <br />Long Term Sustainable Organization <br /> <br />Mr. Carter presented updates to the revenue and expenditures to date, along with an <br />historic perspective as to the decline in revenues from previous years. The 2010-11 <br />budget process was introduced, with the explanation that more reductions in services <br />and personnel will need to occur to balance the budget. He provided an update to the <br />projected sales and property tax revenues. There was discussion by the Council about <br /> <br /> <br />Mr. Carter and City Manager Hollister presented the proposed reductions by each <br />department. Discussion ensued on the various impacts to services and concern over the <br />loss of personnel, due to lay-offs or early retirement programs. Further discussion <br />occurred about the need for increasing revenue; some suggestions for increasing fees <br />although marginal which could offset the reductions. Mr. Hollister distributed a draft <br />proposal by the Alameda County City Managers Association and Contra Costa County <br />Public Managers Association related to regional pension reform. <br /> <br /> <br /> <br />3.PUBLIC COMMENTS <br />Public Comments may be limited to 3 minutes per speaker, subject to adjustment by the <br />Mayor. The public is invited to make any comments related to Agenda items, or other items <br />of public interest, at this time. <br /> <br />Dave Johnson, Chamber of Commerce <br />, addressed the Council on the role of the Chamber <br />to attract new businesses; department reductions and impacts; and furloughs and salary <br />reductions. Mr. Johnson emphasized the need to keep people working, and the importance of <br />the City and Chamber working together. <br /> <br />Sarah Diamond, San Leandro resident <br />, addressed the City Council on the positive <br />programs at the library and the status of the ordinance in support of keeping backyard <br />chickens. <br /> <br /> <br />
