DRAFT MINUTES Page 2 January 30, 2010 City of San Leandro City Council Special Meeting Ms. Diaz distributed a summary report of all community feedback surveys received as of the end of January. Over 900 have been submitted. Throughout February and early March, a team of managers and the police and fire chiefs will be making budget presentations throughout the community, as well as handing out the surveys to obtain more public opinions about City services. C.Financial Overview Year-to-Date and Mid-Year Savings and Adjustments Budget Development Process Projections, Principles, and Guidelines Service, Program, and Personnel Reduction Discussion Pension Reform Update/Labor Relations Council Feedback Critical Actions/Decisions Short Term Long Term Sustainable Organization Mr. Carter presented updates to the revenue and expenditures to date, along with an historic perspective as to the decline in revenues from previous years. The 2010-11 budget process was introduced, with the explanation that more reductions in services and personnel will need to occur to balance the budget. He provided an update to the projected sales and property tax revenues. There was discussion by the Council about Mr. Carter and City Manager Hollister presented the proposed reductions by each department. Discussion ensued on the various impacts to services and concern over the loss of personnel, due to lay-offs or early retirement programs. Further discussion occurred about the need for increasing revenue; some suggestions for increasing fees although marginal which could offset the reductions. Mr. Hollister distributed a draft proposal by the Alameda County City Managers Association and Contra Costa County Public Managers Association related to regional pension reform. 3.PUBLIC COMMENTS Public Comments may be limited to 3 minutes per speaker, subject to adjustment by the Mayor. The public is invited to make any comments related to Agenda items, or other items of public interest, at this time. Dave Johnson, Chamber of Commerce , addressed the Council on the role of the Chamber to attract new businesses; department reductions and impacts; and furloughs and salary reductions. Mr. Johnson emphasized the need to keep people working, and the importance of the City and Chamber working together. Sarah Diamond, San Leandro resident , addressed the City Council on the positive programs at the library and the status of the ordinance in support of keeping backyard chickens.
