MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 1, 2010 <br />A. Matter of Participation in the CaliforniaFIRST Program Offered by the California <br />Statewide Communities Development Authority (CSCDA) and Authorization of Two <br />Grant Applications for State Energy Program Funding for Municipal Clean Energy <br />Financing and Residential Retrofit Programs (creates a mechanism for residential and <br />commercial property owners to finance renewable energy, energy efficiency, and water <br />efficiency projects). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave an overview of the matter, and introduced Senior Planner Sally Barros. <br />Ms. Barros gave a PowerPoint presentation, providing information on the <br />CaliforniaFIRST program, which creates a mechanism for property owners to fmance <br />renewable energy, energy efficiency, and water efficiency projects; and the $95 million <br />in Energy Efficiency and Conservation Block Grant funds allocated by the State for the <br />State Energy Program, which will provide grants to promote residential and commercial <br />building energy efficiency. Ms. Barros responded to questions from the Council. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />• Resolution No. 2010-007, Resolution Authorizing the City of San Leandro to Join <br />the CaliforniaFIRST Program; Authorizing the California Statewide Communities <br />Development Authority (CSCDA) to Accept Applications from Property Owners, <br />Conduct Contractual Assessment Proceedings and Levy Contractual Assessments <br />Within the Territory of the City of San Leandro; and Authorizing Related Actions <br />(facilitates bond fmancing of renewable energy, energy efficiency, and water <br />efficiency improvements by property owners). Ayes: 7; Noes: 0 <br />• Resolution No. 2010-008, Resolution Authorizing Sacramento County to Act <br />as Lead Applicant for the State Energy Program (SEP) Municipal Financing <br />Grant on Behalf of the City of San Leandro (authorizes collaboration with <br />Sacramento County to implement a program for financing the energy efficiency, <br />energy conservation, renewable. energy, and other energy related projects and <br />activities authorized by the American Recovery and Reinvestment Act of 2009 <br />[~,1~,]).
