ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Council Review and Selection of Three Projects for Presentation to the City's <br />Congressional Representatives During the March National League of Cities Conference <br />in Washington D.C. for Inclusion in the Federal Fiscal Year 2011 Budget (selects three <br />projects to lobby for federal funding). <br />Mr. Hollister reported that the deadline is this Friday to submit the City's projects to <br />Senator Boxer's office for funding consideration. During its trip to Washington, D.C. in <br />March, the Council delegation will meet with representatives from HUD (Housing and <br />Urban Development) and the Department of Transportation, and will emphasize the <br />City's Transit-Oriented Development (TOD) projects. <br />Mayor Santos commented on the six funding priorities put forward by the U.S. <br />Conference of Mayors, and the funding available through the Energy Efficiency and <br />Conservation Block Grants (EECBG), Community Oriented Policing Services (COPS), <br />and Transportation Investment Generating Economic Recovery (TIGER) grants. He <br />suggested that with Kaiser coming to San Leandro, additional justification could be <br />made for funding for the Marina Boulevard overcrossing project. <br />Councilmember Souza commented that, having been a member of the previous Council <br />delegation to D.C., she found that it was difficult to present the same projects to all of <br />the legislators, since each one has different priorities and interests. <br />Councilmember Prola noted that some legislators look for projects that are regional in <br />nature, and he was comfortable with the Council's list of projects last year. He <br />expressed interest in adding the "Triangle Project" to this year's list. <br />Vice Mayor Starosciak suggested resubmitting the projects that were selected for <br />presentation last year, with the addition of the Triangle Project. She concurred with <br />Councilmember Souza that support for a project varies based on the legislator, and gave <br />the example of Congressman Stark's support for the police building expansion. She <br />indicated that when the delegation talks to the Department of Justice (DOJ), it will be <br />important to lobby on behalf of the COPS Hiring Recovery Program (CHRP) for police <br />officer funding. She noted that the Marina Boulevard and Davis Street overcrossings <br />and interchanges still need additional federal funding. <br />Councilmember Stephens noted that the City did not receive funding for any of the <br />projects on last year's list. He suggested that if the trips do not yield results, then <br />perhaps they should be discontinued. <br />Councilmember Reed suggested that the City's Federal Relations Representative, Len <br />Simon, review the Council's list of projects, and provide advice about which are likely <br />
