Land Sale TR 8010 2 March 1, 2010 Analysis The owner of the land within the tract, CIPP, Inc., has obtained an appraisal that has set the value of the land at $19,000. Due to its proximity to the UPRR line, it is not a buildable parcel so the value is less per square foot than the surrounding land. The subject property is of little value to the City. It is not adjacent to the roadway and so would not be useful in the event that Alvarado Street requires widening. Although the City has no utilities within this parcel at this time, the Final Map for Tract 8010 proposes installation of a new sanitary sewer and construction of a pedestrian walkway over the land. Conditions of approval for the Vesting Tentative Map include that public easements be provided for these purposes when the Final Map is approved. This transaction is one of the many concerning the San Leandro Crossings Project. The City, along with CIPP, Inc. and BRIDGE Housing, is a co-applicant in a California State Housing and Community Development (HCD) grant and is therefore directly involved in the project. This proposed land sale will occur concurrently with the approval and recordation of Tract 8010 San Leandro Crossings West Phase I that is being approved by City Council in a separate but coordinated resolution and action. Provisions for rescinding this transaction if HCD grants are not available are included in a separate Memorandum of Understanding for the San Leandro Crossings Project that is also being approved by the City Council in a separate and coordinated resolution and action. Previous City Council Action(s) On March 2, 2009, by Resolution No. 2009-027, the City Council approved PLN2008-00054 and PLN2008-00031 including the Site Plan review permit and Vesting Tentative Map for Tract 8010 On December 7, 2009, by Resolution No. 2009-161, the City Council amended the conditions of approval for the Vesting Tentative Map to allow phased final maps Environmental Review The City Council approved a mitigated negative declaration on March 2, 2009 for the Vesting Tentative Mp. No further environmental review is required. Board/Commission Findings Site Plan Review Permit 2008-00031 was approved by the Planning Commission on January 22, 2009. Summary of Public Outreach Efforts Public outreach was done as part of the Vesting Tentative Map approval process. No additional outreach has been done for this item.
