DRAFT MINUTES Page 6 February 16, 2010 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting of the BRT Policy Steering Committee, to have input from the full Council regarding how the City should pursue this project. She suggested a future work session on the topic. Vice Mayor Starosciak commented on the monthly furlough and resulting 4.6% pay reduction negotiated with City employees. She asked if staff could look into the possibility of reducing the s compensation beginning in January 2011, by the same percentage reduction taken by City staff, as a way for the Council to show support and solidarity with City employees. Regarding the BRT project, Mayor Santos commented that he would like to see if Councilmember Reed could be added as a member of the Steering Committee, as her district would be most impacted by it. Councilmember Prola attended a community meeting on the San Leandro School District budget, and agreed with Councilmember Gregory that the School District budget is in bad shape. Councilmember Prola attended the African American Business Council meeting, Supervisor Lai-Bitkers State of the County meeting at the Library, the tour of the San Leandro Senior Center, the ribbon-cutting for Pacifica Senior Living, and a rally at the New United Motors Manufacturing, Inc. (NUMMI) plant in Fremont. Councilmember Prola commented on two recent news articles. One article was entitled, Berkeley Mayor Proposes to Cut Red Taperequiring developers to hire local workers, pay fair wages and build eco-friendly structures in exchange for expediting the permitting process. The other article from the L.A. Times addressed local law enforcement issuing traffic citations under the local laws rather than the California Vehicle Code, so that revenue can be kept locally. Councilmember Stephens commented on the magnitude of the State budget crisis, while pointing to some hopeful signs of recovery. He shared interest in Councilmember idea, noting that the Alameda County has begun issuing administrative citations for traffic offenses. The offense does not count as points on the dr the fines collected go to the County. Councilmember Gregory commented that Roosevelt Elementary School recently launched Safe Routes to School, including several Walking School Buses. An event is planned for nd Sunday, May 2, for a safe bicycle ride around the City. He attended Supervisor Lai- State of the County address. Councilmember Gregory thanked Vice Mayor Starosciak for raising the issue of the need for a BRT discussion by the full Council, and he requested that a work session be held prior to the April vote on the Alternative (LPA). Mayor Santos commented that Muir and Wilson Schools were also in need of Safe Routes to School programs. He commented on tax rates, the State budget, and a Cities newsletter.
