CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: February 22, 2010 <br />To: City Council Rules and Communications Committee <br />From: Lianne Marshall, Assistant City Manager <br />By: Marian Handa, City Clerk <br />Subject: DISCUSSION REGARDING THE UPDATE TO THE COUNCILMEMBERS <br />HANDBOOK <br />SUMMARY AND RECOMMENDATION <br />In the coming months, the City Clerk's Office will be updating the current Councilmembers <br />Handbook, last issued in 2002. Staff requests the Committee's input regarding the proposed <br />format, process and timeline for completion of the 2010 Councilmembers Handbook update. <br />BACKGROUND <br />The original City of San Leandro Councilmembers Handbook was adopted by the Council in <br />1998. The purpose for creating the handbook was two-fold: 1) to acquaint newly-elected <br />Councilmembers with Council procedures, and 2) to document certain Council-specific <br />guidelines and policies not otherwise included in the City Charter, Municipal Code or <br />Administrative Code. The intent of the City Council Policy Committee (which later became the <br />Rules and Communications Committee) in creating the Councilmembers Handbook was to <br />commit to writing the basic standards of Council operations, and to make this information readily <br />available to all, not just through "word of mouth" or institutional memory. The Committee also <br />intended that the Handbook become a living document-one that always reflects the current <br />Council's standards. <br />Unfortunately, the Councilmembers Handbook has become outdated over time, limiting its <br />usefulness. The City Clerk's Office is planning to update the Handbook, and proposes bringing <br />the draft Handbook to the Committee in three sections, comprised of three to four chapters each, <br />over the next several months. Staff requests that the Committee review each section as <br />presented, and make any necessary revisions. Then, once all phases have been reviewed and <br />approved by the Committee, the completed Handbook would be presented to the full Council for <br />review and approval.
