FY 2010-2014 Consolidated Plan 6 March 15, 2010 <br />FY 2010-2011 Annual Action Plan <br />The City also anticipates making its first HUD Section 108 Loan repayment in the amount of <br />$95,828. The $2.5 million Section 108 Loan is still awaiting approval from HUD and will be <br />used to complete the construction of the new senior center. The City, furthermore, will allocate <br />$77,000 to BRIDGE Housing Corporation for child care center tenant improvements they will be <br />constructing at The Alameda at San Leandro Crossings, a 100-unit affordable housing project <br />that is scheduled to begin construction soon. The City also understands the importance of <br />ensuring that the sidewalks and curbs throughout the City are ADA-compliant and will use any <br />remaining, available CDBG funds to fund them. <br />For general administration, Fair Housing administration and the Everyone Home administration <br />have been budgeted the same amounts, $14,000 and $6,755, respectively, while City <br />CDBG/Consolidated Plan administration costs shall be approximately $124,729. <br />The City proposes to use its HOME funds for the creation of affordable for-sale or rental housing <br />units to serve lower income households in need. <br />Current City Council Policy <br />Current Council Policy is defined by the FY 2005-2009 Consolidated Plan adopted by <br />Resolution No. 2005-046 on April 18, 2005. The draft FY 2010-2014 Consolidated Plan <br />will eventually replace the FY 2005-2009 Plan. <br />Previous City Council Action(s) <br />N/A <br />City Council Committee Review and Action <br />N/A <br />Applicable General Plan Policy <br />The Consolidated Plan addresses the goals of the Housing Element of the General Plan, <br />such as increasing the supply of affordable for-sale and rental housing, and providing <br />opportunities for home ownership, preserving and rehabilitating existing affordable <br />owner-occupied and rental housing, and addressing special needs populations. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />National Environmental Protection Act (NEPA) and California Environmental Quality <br />Act, the latter when applicable, review will be conducted for each project or activity <br />approved by the City Council.
