DRAFT MINUTES <br /> Page 10 <br />March 1, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br /> Ordinance No. 2010-004 <br />, an Ordinance Authorizing an Amendment to the <br />Contract Between the Board of Administration of the California Public <br />Employees' Retirement System and the City Council of the City of San Leandro <br />(authorizes amendment of the PERS contract to allow local miscellaneous <br />employees entering CalPERS membership for the first time in the miscellaneous <br />classification following the effective date of the amendment to the contract to <br />retire with benefits based on three-year final compensation and the 2% at 55 full <br />formula). CITY COUNCIL REPORTS <br /> <br /> <br />A.Reports on Intergovernmental Agencies <br /> <br />Councilmember Gregory attended the meeting of the Alameda County Fire <br />Commission, and reported on the status of the proposed consolidations with the Newark <br />and Union City Fire Departments. <br /> <br />Councilmember Souza, also a member of the Fire Commission, commented on the <br />benefits of the consolidations to all of the organizations involved through the economies <br />of scale and distribution of overhead. <br /> <br />Vice Mayor Starosciak attended the League of California Cities East Bay Division <br />meeting, and reported that the League is moving forward with a ballot initiative to <br />protect local revenues. She reported on the meeting of the Alameda County Congestion <br />Management Agency (ACCMA), where members received a presentation on the I-680 <br />High Occupancy Toll (HOT) lane from Sunol to San Jose, and she stressed the <br />importance of communicating this information to constituents. Vice Mayor Starosciak <br />reported on the potential merger of the ACCMA and ACTIA (Alameda County <br />Transportation Improvement Authority). She attended the AC Transit Bus Rapid <br />Transit (BRT) Project Steering Committee, along with Councilmembers Gregory and <br />Reed. Vice Mayor Starosciak voiced a willingness to relinquish her position on the <br />Committee to Councilmember Reed. <br /> <br />Mayor Santos explained that his no vote on the ACCMA/ACTIA merger was based <br />on two issues: 1) ACTIA is a voter-approved agency, and he believed the merger also <br />required voter approval; and 2) he is concerned for the 34 employees who would lose <br />their jobs. Mayor Santos also reported on the meetings of the East Bay Dischargers <br /> <br />
