Many had been dissuaded by others in <br />the community recommending against the program because of the required Avigation <br />Easement participants are required to sign. <br />Recommendations: <br />None <br />2. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas reported that the North Field Group would be meeting the following week. <br />However, at the December meeting, the request of Mayor Santos had been brought forward to <br />see if there is any way to alter arrival paths into the North Field to give the Timothy Drive <br />neighborhood some relief from constant aircraft noise. Port staff has taken the request for a <br />study of this issue to the Noise Forum. The Noise Forum has agreed to add it to their Work <br />Plan and will direct North Field staff at the next Noise Forum meeting to undertake the study. <br />Wayne Bryant reported on corrective action taken to remind air traffic controllers of the turns <br />requested from the North Field to avoid Marina Faire and Mulford Gardens neighborhoods. <br />March air traffic was much improved over February flight patterns. <br />John Manuel gave the report for the South Field Group. He noted that Southwest Airlines did <br />not participate in the meeting, as they have promised to do. He reported on runway repair <br />projects for both the North and South Fields instrument landing systems over the coming <br />months that will impact airport operations and may divert flights over neighborhoods during <br />runway closures. Airport staff reported that they had just received this information on March 4 <br />and will be bringing more details forward as they become available. <br />At the Stakeholders meeting, it was reported that the FAA is prepared to begin construction on <br />anew air traffic control tower this summer. The tower will be essentially in the center of <br />airport property. City staff has expressed concern about the touch-and-go practice flights that <br />occur many times throughout the day over that airport property, and whether or not placement <br />of a tower in this area will cause practice flights to go over neighborhoods more than they do <br />now. Port planning staff promised to research this further. <br />Recommendations: <br />None <br />3. Discussion Regarding Appointments of Community Representatives to the North Field <br />and South Field Study Groups and the Noise Forum <br />Kathy Ornelas reported that John Manuel from the. South Field and Francois Gallo of the North <br />Field have asked to continue in those appointments. Only one other application has been <br />received for each of the groups from the community. Therefore, staff recommends that, after <br />an Ad Hoc Committee reviews those individuals' applications, a recommendation be made that <br />they be appointed to those groups. <br />
