Said labor contracts require that the agreement between Ca1PERS and the City be effective <br />May 6, 2010. Failure to provide for an effective date of May 6, 2010 would constitute a breach of <br />the labor agreements and subject the City to uncertain liabilities. <br />SECTION 5. PUBLICATION.
