ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Resolution No. 2010-033, Resolution of Intent to Provide Two Years Additional <br />Service Credit as an Incentive to Identified Classifications to Retire (establishes a <br />designated period of March 16, 2010 through June 15, 2010 for an early retirement <br />incentive for 20 job classifications and rescinds Resolution No. 2010-026). (1092) <br />M/S/C Starosciak and Prola. Ayes: 4; Noes: 0; Absent: 3 (Gregory, Reed, and <br />Souza) <br />B. Report on Closed Session Actions Taken <br />None. <br />11. CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br />City Councilmembers report on their activities, including attendance at Intergovernmental <br />Agency meetings, conferences and seminars, and local events, and make brief announcements <br />on issues of concern. <br />Vice Mayor Starosciak made the following intergovernmental agency reports: the League of <br />California Cities is attempting to collect one million signatures to place an initiative on the <br />November ballot; and the Alameda County Congestion Management Agency (ACCMA) <br />discussed the federal Jobs for Main Street Act of 2010. <br />Councilmember Prola reported the following: <br />• He and Mayor Santos met with representatives from ICI Development on March 3; and <br />they met with Airport Noise/Environmental Supervisor Larry Galindo regarding airport <br />traffic in District 6. <br />• He attended the Advanced Placement (AP) art reception at the San Leandro Art Gallery <br />and History Museum; the Wa Sung crab feed to fund scholarships; and a Business <br />Womens' Forum at the Marina Inn. <br />• The Alameda County Mosquito Abatement District will celebrate its 80`" Anniversary. <br />Mosquito reports are increasing due to recent rains. <br />• He attended the recent Coffee with the Mayor at Mission Bay Mobile Home Park, which <br />was very well attended. Two concerns voiced at the meeting were about San Leandro <br />Hospital and the proposed budget cuts. <br />• He commented on the State takeaways, and their devastating effects on cities, counties, <br />school districts and special districts. <br />Councilmember Stephens reported the following: <br />
