Hollister <br />City Manager <br />RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO HSR GENERAL <br />ENGINEERING, INC., FOR THE 2550 DAVIS STREET REMEDIATION PROJECT, <br />PROJECT NO.08-593-52-248. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends award of contract to the low bidder, HSR General Engineering, Inc., in the <br />amount of $54,070.00 for the subject project. <br />BACKGROUND <br />The site is a commercial and industrial property, located on the northern side of Davis Street, <br />west of the Davis Street and Doolittle Drive intersection, adjacent to the Water Pollution Control <br />Plant (WPCP). Available information indicates that from the late 1950s to the present, the site <br />was occupied by an auto dismantling and resale business. The City filed an Eminent Domain <br />action to acquire a portion of the parcel, in fee, and the Order for Possession took effect on July <br />8, 2009. In December 2009, the City demolished the structures on the property to clear the site. <br />During the acquisition process, the City commissioned an environmental site assessment on the <br />property. The assessment found areas of the site with higher than permitted concentrations of <br />hydrocarbons and other material that must be remediated prior to the City reusing the property as <br />part of the WPCP Rehabilitation project. The subject project will remove the contaminated soils <br />and replace it with suitable material. <br />Analysis <br />The bids were opened on March 24, 2010. Twelve bids were received ranging from $54,070.00 <br />to $128,140.80. HSR General Engineering was the lowest responsible bidder. The engineer's <br />
