Ayes: 6; Noes: 0; Absent: 1 (Gregory) <br /> <br />Mayor Santos accepted the donation from Tom Silva, made in honor of his parents, <br />nior programs in which his parents <br />actively participated, and hoped that the donation could help preserve some of the senior <br />programs that his mother enjoyed. <br /> <br /> <br />D.Proclamation Declaring April 2010 <br /> <br />Angie Watson-Hajjem, Fair Housing Specialist for ECHO (Eden Council for Hope and <br />Opportunity) <br />Mayor Santos. Ms. Watson-Hajjem thanked the City Council for its support of ECHO <br />Housing, and commented on the 22-year partnership between the City and ECHO to <br />eliminate housing discrimination and provide mediation and education. <br /> <br /> <br /> 3. PUBLIC HEARINGSCITY COUNCIL <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br /> <br />A.Matter of Amending the San Leandro General Plan to Incorporate an Updated Housing <br />Element in Response to State Mandates and 2010-2014 Housing Objectives <br />(incorporates new data, new housing targets, and new state requirements into the <br />Housing Element). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Community Development Director Luke Sims. Mr. Sims provided <br />an overview of the item, and introduced consultant Barry Miller. <br /> <br />Mr. Miller gave a short PowerPoint presentation, describing the various components of <br />the state-mandated Housing Element and the process for its update, which included <br />extensive community outreach. <br /> <br />Mr. Miller and staff responded to questions from the Council. <br /> <br />Councilmember Souza expressed her appreciation for the amended zoning that would <br />allow emergency shelters without a Conditional Use Permit (CUP). <br /> <br /> <br />
