The proposed ordinance would authorize the conduct of the <br /> <br /> <br />Councilmember Reed asked why the matter was continued from the last meeting. <br /> <br />Vice Mayor Starosciak stated that, due to difficult budgetary times, she feels this is not <br />the appropriate time to use RCV; however, she supported the continuation of the item <br />so the full Council could be allowed to consider it. <br /> <br />A motion was made by Councilmember Prola, seconded by Councilmember Reed, to <br />adopt the ordinance. <br /> <br /> Motion failed <br /> <br />M/S/C Prola and Reed. Ayes: 3; Noes: 3 (Souza, Starosciak, and Stephens); <br />Absent: 1 (Gregory) <br /> <br />Mayor Santos indicated that he would exercise his authority under City Charter Section <br />305(h), Powers and Duties of the Mayor, to set the action aside, and have it <br />reconsidered at the next regular meeting. <br /> <br /> <br />C.Report on Closed Session Actions Taken <br /> <br />City Attorney Jayne Williams reported that the City Council recessed its closed session <br />held earlier this evening. The Council will reconvene the closed session following <br />meeting. No reportable action was taken. <br /> <br /> <br />11. CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br /> <br />City Councilmembers report on their activities, including attendance at Intergovernmental <br />Agency meetings, conferences and seminars, and local events, and make brief announcements <br />on issues of concern. <br /> <br />Councilmember Reed commented on the beauty and ease of navigation of the new City <br />website, www.sanleandro.org. She reported on her attendance at the Bus Rapid Transit <br />(BRT) Steering Committee meeting and the Business Association of South San Leandro <br />(BASSL) meeting. At the BASSL meeting, Tom Guarino gave a presentation on Proposition <br />16, the Taxpayers Right to Vote Act. Councilmember Reed requested an opinion from the <br />City Attorney on the effects of Proposition 16 on the City. She commented on the new indoor <br />Farmers Market at Bayfair, and an email she received from former Councilmember Surlene <br />Grant regarding the application for a license to sell beer and <br />wine. Councilmember Reed expressed concern about liquor sales adjacent to the new Ninth <br />Grade Campus. She commented on the improved appearance of Palma Plaza, due to the <br />removal of the building that formerly housed the Chicago Blues Café. <br /> <br /> <br />
