IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2010-038 <br />RESOLUTION APPROVING THE FY 2010-2014 HUD FIVE-YEAR CONSOLIDATED <br />PLAN AND FY 2010-2011 ANNUAL ACTION PLAN AND AUTHORIZING THE <br />EXECUTION OF ALL RELATED DOCUMENTS BY THE CITY MANAGER AND <br />SUBMISSION OF THE PLANS TO THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT <br />Recitals <br />WHEREAS, through provisions of the Housing and Community Development Act and <br />the National Affordable Housing Act, the federal government has made block grant funding <br />available to local communities for housing and community development activities; and <br />WHEREAS, the City of San Leandro adopted by Resolution No. 2005-046 on April 18, <br />2005, the FY 2005-2009 Consolidated Plan to implement the goals identified in the Acts; and <br />WHEREAS, aFive-Year Consolidated Plan has been prepared to update the FY 2005- <br />2009 Plan and an Annul Action Plan has also been prepared reflecting the activities that the City <br />proposes to fund and implement during FY 2010-2011 and copies of which are attached hereto; <br />and <br />WHEREAS, the City of San Leandro has held two public hearings, solicited public <br />comment for 30 days by publishing a summary of the Plans in the newspaper and by providing <br />the Plans at City Hall, in the public library, and on the City's web site; and <br />WHEREAS, all public comments received were considered in the contents of the Plans; <br />and <br />WHEREAS, the City Manager recommends execution and submission of said HUD Five <br />Year Consolidated Plan and Annual Action Plans with Certifications as attached. <br />NOW THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />That the attached FY 2010-2014 HUD Five-Year Consolidated Plan and FY 2010-2011 <br />Annual Action Plan, including requisite Certifications, is hereby approved, and the City Manager <br />is hereby authorized to execute all related documents- and submit the same on behalf of the City <br />of San Leandro. <br />Introduced by Councilmember Souza and passed and adopted this 19th day of April, <br />2010, by the following called vote: <br />
