Update on Kaiser Fiscal Impact Assessment and Development Agreement (presents a <br />draft Fiscal Impact Assessment for the Kaiser Permanente Medical Center prepared by <br />Keyser Marston Associates, Inc., and provides an update on negotiations on a <br />Development Agreement for the project). (3098) <br />Mr. Hollister provided background on the item, and introduced Business Development <br />Analyst Jeff Kay. Mr. Kay gave a short PowerPoint presentation, providing an <br />assessment of the fiscal impact of the Kaiser Medical Center project on the City's <br />General Fund. <br />Mr. Kay and Mr. Sims responded to questions from the Council. <br />Vice Mayor Starosciak commented that the revenue from the 9-1-1 tax should be <br />reflected in the revenues section of the report. <br />Mr. Kay continued the presentation, providing some terms of the City's Development <br />Agreement with Kaiser, and the next steps and timeline for the process. <br />B. An Ordinance Providing for the Conduct of the General Municipal Election Using <br />Ranked Choice Voting (RCV) (allows the City to use RCV in the November 2010 <br />election). Continued item from March 15, 2010. (1055) <br />City Clerk Marian Handa reported on the actions previously taken by the City Council <br />to change the City's General Municipal Election date from June to November, and to <br />approve the Memorandum of Understanding (MOU) with Alameda County and the <br />Cities of Berkeley and Oakland for the conduct and cost-sharing of an RCV election to <br />
