Peterson, Administrative ervices Mana <br />Engineering and Transportation Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING ACQUISITION OF VARIOUS EASEMENTS REQUIRED FOR <br />THE SANITARY SEWER REPAIR PROGRAM. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval for the City Manager, or his designee, to negotiate with property <br />owners for easements over segments of several private properties as required for the Sanitary <br />Sewer Repair Program. <br />BACKGROUND <br />In 1995, the City of San Leandro (City) completed the comprehensive Sanitary Sewer Master <br />Plan (Master Plan), which identified sanitary sewer system deficiencies throughout the city. <br />Sewer investigations and inspections completed in recent years identified additional deficiencies <br />in the City's sanitary sewer system. Based on the information from the Master Plan and <br />subsequent investigations and inspections, staff compiled and categorized a list of sewer repairs <br />that are required. <br />Analysis <br />Sewer lines are located both in the public right-of--way and on private property. Access to <br />sewers on private property requires that the City have the necessary property rights from the <br />property owners. When some of the neighborhoods in the city were originally developed, sewer <br />lines were located on property in the back or side yards. In many cases, easements were not <br />properly recorded to grant the City rights to maintain and repair these lines. The City is now <br />seeking those rights from property owners at the time each sewer line is scheduled for repair or <br />replacement. <br />
