Alameda County Transportation Improvement Authority <br />Special Transportation for Seniors and People with Disabilities <br />1. Curb-to-Curb (CTC) Service will be eliminated. <br />a. In the annual City paratransit survey, riders were asked, "If we can't afford to <br />operate both the Flex Shuttle and CTC, which service would you <br />discontinue?" 72% said that they would discontinue the CTC Service. <br />2. Shuttle service will be expanded from one to two buses that operate on two <br />interconnecting routes during peak hours (9 am - 3 pm, Monday -Friday). <br />a. Cost savings is achieved through the elimination of a dispatcher and reduced <br />reporting which results in lower hourly rate. <br />b. Shuttle hours will be reduced to peak hours. Operating statistics show that <br />very few rides are provided before 9 am and after 3 pm. <br />c. Adding a second shuttle will expand accessibility to more riders and <br />additional stops can be added. Workshop participants indicated that more <br />people could use the shuttle if we expanded the route and added more stops. <br />d. Survey results indicate that the second highest trip purpose is <br />shopping/banking. The Shuttle includes a variety of shopping and banking <br />stops to address this need. <br />e. The plan focuses on the most cost effective service that has the capacity to <br />provide more rides than demand response service. <br />3. The City will apply for a MSL grant to provide medical trips. <br />a. In the past, the CTC service operated within the City limits and medical trips <br />outside the City limits, within Alameda County, have been provided through a <br />MSL grant. With the elimination of the CTC service, we also lose in-town <br />medical trips. Therefore, the City will apply for a MSL grant for all medical <br />trips. <br />b. According to our surveys, the number one trip purpose is for medical <br />appointments. <br />c. San Leandro has a wide range of services and amenities that allows residents <br />to meet critical life needs within the City limits, with the exception of medical <br />care. Forty percent of San Leandro residents are Kaiser members and access <br />to Kaiser facilities is critical. Many. residents also use Eden Medical Center in <br />Castro Valley and a variety of other medical services within and outside the <br />City limits. <br />4. Interim Service will continue to be provided through a MSL grant. <br />a. Interim service for medical appointments will be provided through a MSL <br />grant. <br />b. The majority of the Interim Service trips currently provided are for medical <br />purposes. <br />5. New Annual Registration Fee - $20 Per Year <br />a. The annual survey and workshops indicate that riders would be willing to pay <br />an annual registration fee for the paratransit service. <br />Shuttle Service Description <br />The Shuttle service consists of a series of shuttle stops throughout the City at key locations <br />such as residential facilities, shopping, transit and community centers. Eligible walk-on <br />passengers can access the shuttle at any shuttle stop.
