Measure B Paratransit Application FY 2010-11 <br />May 3, 2010 <br />• Significant cost savings are achieved through the elimination of the CTC dispatch, <br />reduced administration, and reduced hours of operation. <br />• We know from the Shuttle manifests that few riders use the service before 9 am, <br />and after 3 pm. <br />• Adding the second shuttle will allow two interconnecting routes that are shorter <br />than the current one hour route. <br />• The second bus will allow us to add shuttle stops to areas that currently are not <br />served. .Staff is currently reviewing route options with the provider (MV <br />Transportation). <br />• The Shuttle meets riders' shopping and banking needs which was identified as the <br />2"d highest trip purpose. <br />• We currently provide twice as many rides on the Shuttle as the CTC service. The <br />proposed change will focus on the most cost effective service that has the capacity <br />to provide the greatest number of rides. <br />3. Apply for a Minimum Service Level (MSL) Grant to Provide Medical Transportation: <br />• For many years, we have received a MSL Grant through ACTIA to provide <br />medical transportation in Alameda County. <br />• Medical trips are identified as the number one trip purpose. Riders use this <br />service to go to medical appointments in San Leandro and to Kaiser in Hayward, <br />Oakland and Union City and Eden Hospital in Castro Valley. <br />4. Implement new Annual Registration Fee - $20 Per Year: <br />• Riders indicated that they would be willing to pay an annual registration fee for <br />the Flex Service. <br />• The annual fee will allow us to keep the Shuttle Service free. <br />Summary of Changes <br />• Modify the program to a sustainable level of service within the grant allocation. <br />• Focus on the Shuttle; which is the most cost effective service and has the greatest <br />capacity. <br />• The Shuttle Service will be expanded and modified to shorten the route, provide access to <br />more riders and add more stops. <br />• The Shuttle Service meets the #2 trip need identified by survey respondents; shopping <br />and banking. <br />• The Medical Transportation Service meets the # 1 trip need identified in the survey; <br />medical appointments. <br />Grant Opportunities <br />Over the last year, staff investigated grant opportunities to supplement the funding for the Flex <br />Service.
