DRAFT MINUTES <br /> Page 8 <br />April 19, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br /> <br />A.Resolution Authorizing the City Manager or His Designee to Mail the Required Notice <br />of Proposed Sewer and Wastewater Treatment Rate Increases; to Set the Minimum 45 <br />Day Protest Period; and to Set the Date, Time and Location for a Protest Hearing to <br />Receive Written Protests to the Proposed Sewer and Wastewater Treatment Rate <br />Increases to Fund Continued Maintenance and Operations, as Well as Seismic Repair <br />and Comprehensive Modernization of the Water Pollution Control Plant [WPCP] in <br />Accordance with the Requirements of Proposition 218 (provides background, <br />procedures, and timeline for mailing out a notice of proposed sewer and wastewater <br />treatment rate increases and a notice of a public hearing to affected parcel owners served <br />). <br /> <br />Mr. Bakaldin gave background on the matter, reporting on the need to increase rates to <br />fund the necessary repairs and upgrades to the WPCP. In order to increase wastewater <br />treatment rates, the City must conduct a Prop. 218 election. <br /> <br />Staff gave a PowerPoint presentation. <br /> <br />Engineering & Transportation Director Uche Udemezue provided an overview of the <br />. He reported on the need to invest proactively in the <br />facility, to avoid costly emergency repairs to the system. <br /> <br />WPCP Manager Dean Wilson provided additional <br />reviewed the reasons for the improvements, and outlined the twelve major elements of <br />the rehabilitation project. <br /> <br />Mr. Bakaldin outlined the financing plan for the project.
