Toyon Park Playground Sitework, P&S 2 May 3, 2010 <br />Analysis <br />This project will provide the necessary preparatory Sitework for the proposed KaBOOM! <br />playground. The City's work will consist of concrete curb, storm drainage modifications, and <br />improvements to meet Americans with Disabilities Act (ADA) requirements. On Build Day, <br />KABOOM! and its volunteer construction members will install the playground equipment and <br />safety surfacing. <br />Design of the necessary improvements is currently underway, but there is insufficient time to <br />complete the improvements to meet the KaBOOM! schedule if the City is to follow its standard <br />bidding process. For this reason, Staff is requesting authorization to bid the necessary sitework <br />immediately after design is complete. Once the bids are received, the process will return to our <br />standard, and Council will be asked to award the project. This accelerated process will allow the <br />City to meet KaBOOM!'s proposed Build Day construction schedule while still following all <br />proper bid procedures per the Public Contracts Code. <br />Current City Council Policy <br />To upgrade City parks and park play equipment to comply with ADA and CPSC requirements. <br />Previous City Council Action(s) <br />April 19, 2010 City Council Meeting -Council authorized the City Manager to sign a Letter of <br />Intent for KaBOOM! stating that if the City was selected as a project site the City will have <br />reviewed the Draft Community Partner agreement and will be prepared to sign the final <br />Community Partner agreement. <br />Applicable General Plan Policy <br />Conforms with General Plan Goa121.01, which encourages both renovation and ADA upgrades <br />of City parks. <br />Environmental Review <br />A California Environmental Quality Act (CEQA) exemption for the project was filed with <br />Alameda County on March 26, 2010, pursuant to Section 15302. <br />Code Compliance Review <br />Work shall comply with all applicable building codes. <br />Board/ Commission Findings <br />The Recreation and Parks Commission was informed of the KaBOOM! playground application <br />at its Apri17, 2010 meeting. <br />
