MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-Apri119, 2010 <br />Public Comments on Item 10.B.: <br />Robin Torello, San Leandro resident and representative of the Alameda County <br />Democratic Party, addressed the City Council, encouraging the Council's support for <br />Ranked Choice Voting, citing lower cost and increased voter turnout. <br />Stephen Cassidy, San Leandro resident, addressed the City Council, urging the <br />Council's support of Ranked Choice Voting. Mr. Cassidy noted that not adopting the <br />RCV method would cost the City more than adopting it. Mr. Cassidy commented that it <br />is one of a group of actions the City can take to increase local voter participation. <br />Blair Bobier, New America Foundation, addressed the City Council, agreeing with <br />the previous speakers regarding the cost of RCV. Mr. Bobier commented on the <br />challenge to San Francisco's RCV system, stating that the federal court and the supreme <br />courts of Massachusetts and Minnesota have upheld RCV. <br />End of Public Comments on Item 10.B. <br />Councilmember Stephens commented that the primary reason for his original opposition <br />to RCV was based on fmancial impact; however, he stated that he would support the <br />ordinance now, since not doing so would cost the City more. <br />• Ordinance No. 2010-005, an Ordinance Providing for the Conduct of the General <br />Municipal Election Using Ranked Choice Voting (RCV) (allows the City to use <br />RCV in the November 2010 election). <br />- Passed to print and adopted <br />M/S/C Prola and Reed. Ayes: 5; Noes: 2 (Souza and Starosciak) <br />C. Report on Term Sheet Between City, Redevelopment Agency, Westlake Development <br />and BRIDGE Housing Corporation for the San Leandro Crossings Project (approves <br />term sheet). <br />Mr. Hollister stated that the Council would not take action on this item tonight, and that <br />it would be removed from the agenda and brought back sometime this summer. The <br />project will be delayed due to economic uncertainties in the housing and fmancial <br />market at this time. Mr. Hollister stated that the City will continue to work diligently <br />with all parties-Westlake Development, BRIDGE Housing Corporation and the State <br />Housing and Community Development Department (HCD). He expressed hope that the <br />parties can proceed with the project in such a manner that will satisfy HCD <br />requirements and the needs of the developers and the City. <br />No action was taken. <br />
