DRAFT MINUTES <br /> Page 4 <br />May 3, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Richard Loewke, P.H. Holdings/ICI Development, <br />addressed the City Council, <br />continuing the PowerPoint presentation, commenting on the two left-turn lanes that P.H. <br />Holdings/ICI is advocating, that would accommodate the increased traffic volume into <br />the main entrance to the Kaiser site. Mr. Loewke commented on traffic factors that the <br />EIR does not take into account. <br /> <br />Stephen Abrams, Abrams Associates Traffic Engineering, <br />addressed the City <br />Council, continuing the PowerPoint presentation, and commenting that the EIR contains <br />erroneous traffic assumptions, and that the proposed mitigation measures would be <br />inadequate to mitigate the traffic problems. <br /> <br />Mick Meldrum, P.H. Holdings/ICI Development, <br />addressed the City Council, <br />continuing the PowerPoint presentation, and commenting that traffic backup created by <br />the proposed project could be solved by acquisition of property rights over a portion of <br />the Foundry parcel and construction of a dual left-turn lane into the project, as listed in <br />Mitigation Measure TR-1.2 of the EIR. <br /> <br />Jeff Goldfarb, Preserve San Leandro Mobility, <br />addressed the City Council, <br />requesting that the Council amend the Final EIR to recognize that Mitigation Measure <br />TR-1.2 is feasible, and must be implemented with Phase I of the Kaiser project, and that <br />the Development Agreement be revised to make Phase I construction of the dual left- <br />turn lane a requirement for Kaiser. Mr. Goldfarb requested that the Council continue <br />this matter, and direct that the EIR be revised to address numerous deficiencies that he <br />outlined in a letter delivered to the Council today. He submitted an additional copy of <br />the letter and attachments, as well as copy of a letter from P.H. Holdings. <br /> <br />Mr. Goldfarb, now speaking on behalf of P.H. Holdings, stated that they believe if the <br />project is approved tonight, the way the documents are drafted creates the potential for <br />inverse condemnation. <br /> <br />David Johnson, San Leandro Chamber of Commerce, <br />addressed the City Council, <br />reading a statement on behalf of the Chamber Board of Directors, <br />endorsement of the Kaiser Medical Center development in its entirety. Mr. Johnson <br />commented that the project represents economic and job growth for the City. <br /> <br />Audrey Albers, San Leandro resident, <br />addressed the City Council, commenting on <br />traffic issues, and the need for two left-turn lanes into the proposed hospital from <br />Merced Street. She stated that both lanes should be constructed now rather than later. <br /> <br />George M. Silva, San Leandro resident, <br />addressed the City Council, commenting on <br />the need for dual left-turn lanes into the Kaiser project. Mr. Silva stated that traffic on <br />Merced and Republic is already heavy. <br /> <br />Linda Boessenecker, Girls Inc., <br />addressed the City Council, expressing support for the <br />proposed Kaiser Permanente project.
