Planning Commission Special Meeting Minutes March 25, 2010
Agenda No. 10-03 Page 7 of 20
Bayfair via East 14`x' Street to Bancroft Avenue to Dutton Avenue, over to City Hall and back to
the downtown San Leandro BART station. Buses will be timed to meet both BART train arrivals
and bell times at San Leandro High School. Mr. Divito explained that Line 75 will operate every
hour on weekdays, with departures staggered on the half-hour from BART. This line will run on
Williams Street, Merced Street, along Farnsworth Street in Washington Manor, to Lewelling
Boulevard and over to Bayfair BART, then along the MacArthur Boulevard corridor to loop
around Foothill Square, go back to Estudillo Avenue (and the San Leandro Main Library) and
back to San Leandro BART via West Juana Avenue and Washington Avenue. Line 85, a current
route now expanded to go to South Hayward BART from the Hayward BART station, operates
seven days a week.
Lire d9

.,
/
nnn
J(
~_1~"'

~lf ~Cir7
Gnr 75
r~7i=C~
~ '-~_..
~`
~'>;~~
_~~.:.
c.
b~ci;
I
Circulator Lines 89 (left) and 75 (above)
Commissioner Brannan, noting that the new Lines 89 and 75 seems very similar to 84 and 81,
asked why they are replacing the existing lines.
Mr. Divito said that Line 84 was linked to another route in Hayward, basically a 90-minute, one-
way run with 56 turns, and perennially late. In addition, riders tended to use the line for local
service only -embarking and debarking in the same community (Hayward, Castro Valley or San
Leandro). With the changes, he said, service in certain areas will improve significantly. For
instance, on Wicks Boulevard, a bus will come by every 30 minutes rather than once an hour.
When Commissioner Brannan pointed out that Line 84 ran every 20 minutes, he replied that
service cuts reflect the "austerity that we must go through." Establishment of the new service was
data-driven, after AC Transit determined where riders were getting on and off to preserve those
route segments to the extent possible.
Commissioner Brannan also asked about the cost of a transfer.
Mr. Divito said that transfers cost 25 cents, and with the route changes, transfers are now good
for two hours rather than 90 minutes.
Chair Dlugosh, remarking that both Lines 75 and 89 largely circulate around San Leandro's
perimeter, asked if anything is being done to "fill the hole in the middle." He also asked about the
longest a rider would have to walk to get to the closest bus stop.
Mr. Divito sa id that the San Leandro LINKS shuttle will continue to serve this area. For
residential areas, he said, the majority of people would have to walk one-quarter mile at the most.
