2. Review of Policy for Naming/Renaming Facilities <br />City Clerk Marian Handa provided the Committee with information on the history of the <br />policy for Naming/Renaming Facilities. <br />Chair Santos commented on several City facilities and structures that could be named for <br />local individuals pursuant to the current policy. City Manager Steve Hollister recalled that in <br />the City of Reedley, people were allowed to dedicate benches along the Rails to Trails bicycle <br />and pedestrian pathway system in honor of individuals. <br />Review of the policy was brought forward at the request of Committee Member Stephens. <br />Committee members suggested reviewing the information, and continuing the discussion to <br />the next meeting. <br />3. Consideration of Request from San Leandro Arts Council to name the Art Hallway at <br />the Main Library after Mary Green <br />The procedures section of the City Council's Naming/Renaming Facilities policy, contained <br />in Title 1, Chapter 10 of the Administrative Code, states that, ..." the Rules and <br />Communications Committee shall review the requested name change for dispersal to the. <br />appropriate Board or Commission for further review and report its decision to Council." It <br />was the consensus of the Committee to recommend referring the request to the San Leandro <br />Library-Historical Commission for further review. <br />Committee Recommendation: <br />The Committee recommends that the City Council, by motion, refer the request by the San <br />Leandro Arts Council, to name the Art Hallway at the Main Library after Mary Green, to the <br />San Leandro Library-Historical Commission for review and recommendation. <br />4. Consideration of New Email Naming Convention <br />Ms. Fowler reported on the request by Vice Mayor Starosciak for consideration of alternate <br />email addresses for Councilmembers. By creating email addresses for each Council district <br />(ex: districtl@sanleandro.org), then forwarding emails sent to these addresses to the <br />appropriate member's mailbox, residents could email their District Councilmember if they <br />knew their district but not the name of their current Councilmember. <br />Committee members discussed the idea, commenting that fewer residents know what district <br />they reside in than who their Councilmember is. The Committee discussed the issue of junk <br />email sent through the City's email system, and it was pointed out that a second email <br />address would double the amount of spam that members would receive. The Committee <br />weighed the advantages and disadvantages, and decided to continue the current practice. <br />
