Hollister <br />City Manager <br />Kenneth Joseph, Principal Engineer <br />Engineering and Transportation Departure <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE BANCROFT AVENUE STREET REHABILITATION PROJECT, PROJECT NO. <br />09-150-38-319 <br />SUMMARY AND RECOMMENDATION <br />This project provides for the reconstruction of Bancroft Avenue from 138`" Avenue to 148`" <br />Avenue. <br />Staff recommends approval of a resolution approving the plans and specifications and calling for <br />bids for the subject project. <br />BACKGROUND <br />In early 2009, President Obama signed into law the Federal American Recovery and <br />Reinvestment Act of 2009 (ARRA). The ARRA contained approximately $49 billion in <br />transportation funding, with $27 billion for roads. <br />The City of San Leandro received $1,338,000 during the first round of ARRA funding <br />programmed for Alameda County, which was used to reconstruct portions of Washington <br />Avenue and Aladdin Avenue. The bids for the project came in much lower than anticipated due <br />to a favorable bidding market, which resulted in a savings of $308,115. <br />The Alameda County Congestion Management Agency (ACCMA) worked with the <br />Metropolitan Transportation Commission (MTC) to create the ARRA Cost Savings Plan, which <br />is a means for local agencies to recapture the leftover ARRA fundin~ for use on other projects. <br />These funds will be used to rehabilitate Bancroft Avenue from 1381 Avenue to 148t" Avenue as <br />part of the Bancroft Avenue Street Rehabilitation Project. <br />
