WPCP Co-generation -Acceptance 2 June 7, 2010 <br />Current City Council Policy <br />This project is consistent with Resolution No 2007-009 establishing a City of San Leandro <br />greenhouse gas emissions goal to reduce citywide emissions by 25% below 2005 levels by 2020. <br />Previous City Council Action(s) <br />• On September 15, 2008, by Resolution 2008-114, City Council approved the Energy <br />Services Design/Build Agreement with Siemens Building Technologies, Inc. to design, <br />construct and maintain an electrical co-generation facility at the Water Pollution Control <br />Plant <br />• On November 19, 2007, by Minute Order No. 2007-080, City Council authorized the City <br />Manager to execute a Letter of Intent with Siemens Building Technologies, Inc. to conduct a <br />detailed engineering study for a co-generation facility at the WPCP <br />City Council Committee Review and Action <br />The Facilities Committee was presented with the concept of a co-generation facility at its <br />November 2007 meeting. <br />Applicable General Plan Policy <br />• Policy 31.04 Air Quality. Requires new development to be designed and constructed in a <br />way that reduces the potential for future air quality problems, such as odors and the emission <br />of any and all air pollutants <br />• Policy 52.04 Wastewater Collection and Treatment. Maintain efficient, environmentally <br />sound, and cost-effective wastewater collection and treatment services in San Leandro <br />Permits and/or Variances Granted <br />The City received permits and approval to operate the facility from the Bay Area Air Quality <br />Management District. <br />Environmental Review <br />The project is categorically exempt. <br />Code Compliance Review <br />The project was subject to and received code compliance review by the Community <br />Development Department Building Department and final permit approval. <br />
