Hollister <br />City Manager <br />e Services Manager <br />Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LAND LEASE <br />AGREEMENT WITH THE OPTIMIST CLUB OF SAN LEANDRO OVER A PORTION OF <br />LAND LOCATED AT APN 077A-0649-009 AND APN 077A-0649-010 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval for the City Manager, or his designee, to enter into a land lease <br />agreement with the Optimist Club of San Leandro for the gun range located at 3001 Davis Street; <br />a portion of APN 077A-0649-009 and APN 077A-0649-010. <br />BACKGROUND <br />The City entered into a 20 -year land lease with the Optimist Club on May 1, 1992. The Optimist <br />Club, at its own expense, then built the facility now known as the San Leandro Gun Club. The <br />current lease expires on April 30, 2012. The Optimist Club approached the City and requested a <br />new lease that will commence at the expiration of the current lease. The new lease agreement <br />will allow the Optimist Club to obtain loan funding for improvements planned for the facility. <br />Analysis <br />The new lease terms include an increase in rent from the current $200 per year to $500 per year. <br />The initial term of the lease is for 5 years and will commence on May 1, 2012. There are three <br />(3) five-year renewal options at the mutual agreement of both parties. At the beginning of each <br />of these renewal periods, the rent will be re -negotiated. <br />Also included in the new lease is a provision to allow free access to the gun range by City of San <br />Leandro Police officers. Finally, the new lease addresses the need to grant property rights to the <br />
