PUBLIC HEARINGSCITY COUNCIL <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br /> <br />A.Matter of Locally Preferred Alternative (LPA) to Be <br />Included and Analyzed in the Final Environmental Statement/Report for <br />Continued Public Hearing from April 19, 2010. <br />Bus Rapid Transit (BRT) Project. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave background on the matter, and introduced Principal Engineer Keith <br />Cooke. Mr. Cooke gave a PowerPoint presentation, providing information on the <br />proposed Bus Rapid Transit (BRT) <br />previous Locally Preferred Alternative (LPA), the extensive public outreach that has <br />been performed, the benefits and tradeoffs of implementing BRT, and the proposed <br />LPA options for San Leandro. <br /> <br />Staff responded to questions from the Council. <br /> <br />The City Council recessed from 8:22 p.m. to 8:31 p.m. <br /> <br />The Hearing was then opened to the public. <br /> <br />Joyce Roy, Oakland resident <br />, addressed the City Council, commenting that there are <br />other alternatives than either the dedicated lanes or no-build options. <br /> <br />Thomas Combs, San Leandro resident <br />, addressed the City Council, expressing <br />th <br />concern regarding the loss of the two-way left-turn lane at East 14 and Dutton, and <br />other traffic, parking and bicycling problems that could result from changing traffic flow <br />th <br />and lane striping on East 14 Street. <br /> <br />Peggy Combs, San Leandro resident <br />, addressed the City Council, commenting on <br />behalf of residents on Georgia Way. Ms. Combs stated that while they are not opposed <br />to BRT, they oppose dedicated lanes at the north end of San Leandro. She commented <br />that dedicated lanes would create negative impacts <br />and quality of life. <br /> <br />Andreas Cluver, Alameda County Building Construction Trades Council <br />, <br />addressed the City Council, expressing support for BRT as smart development. Mr. <br /> <br /> <br />Linda Perry, San Leandro resident <br />, addressed the City Council, expressing concern <br />regarding the negative impacts from the proposed BRT dedicated lanes, and from <br />terminating BRT at Bay Fair BART. <br /> <br />
