DRAFT MINUTES <br /> Page 6 <br />May 17, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />understands the impacts on the community, and opposes extending BRT to Bay Fair <br />BART. <br /> <br />Councilmember Prola commented on the many letters and emails the City received, <br />mostly in favor of BRT. He noted that San Leandro has a Transit-Oriented <br />Development Strategy and a Climate Action Plan, and BRT is necessary to reduce our <br />carbon footprint. Councilmember Prola further noted that this is just a study; if impacts <br />cannot be mitigated, the Council could vote the project down. <br /> <br />A motion was made by Councilmember Prola, seconded by Councilmember Gregory, to <br />adopt the resolution. <br /> <br />Councilmember Souza noted the similarities between the concerns over BRT dedicated <br />lanes and the controversy over installing medians on Lewelling Boulevard. She <br />commented that it is important to study the various options, and that a final decision on <br />the project would be made later. <br /> <br />Councilmember Starosciak commented on the importance of studying the options, <br />including extending BRT to Bay Fair BART and dedicated versus non-dedicated lanes, <br />and she stated support for the staff recommendation. Councilmember Starosciak <br />th <br />commented on a letter from a resident, expressing the need for feeder lines to East 14 <br />Street so that residents can access BRT. <br /> <br />Mayor Santos expressed concern about eliminating the northbound left-turn lane onto <br />Farrelly Drive. <br /> <br /> Resolution No. 2010-054 <br />, Resolution Locally <br />Preferred Alternative (LPA) to Be Included and Analyzed in the Final <br />Environmental Statement/Report for <br />Project (indicates support for a LPA terminating at the San Leandro Downtown <br />BART Station and establishing dedicated lanes from the north City limit to <br />approximately Georgia Way). <br /> <br />M/S/C Prola and Gregory. Ayes: 6; Noes: 1 (Stephens) <br /> <br />Councilmember Gregory commented on how BRT supports smart growth, and stated <br />his support for full build-out of BRT to Bay Fair BART. He has done work in support <br />of active transportation, to keep residents active and combat obesity, and that BRT <br />would help in the battle to move people out of their cars. <br /> <br /> <br /> 4.
