REDEVELOPMENT AGENCY FUNDS 19.4 <br />As a result of the State's funding crisis, all redevelopment agencies in California will be <br />required to make Supplemental Educational Revenue Augmentation Fund (SERAF) <br />payments to the State in 2009-10 and 2010-11. For the San Leandro Redevelopment <br />Agency, the SERAF obligations will be roughly $4.2 million in 2009-10 and $900,000 in <br />2010-11. These obligations will severely impact the Agency's abilities to maintain <br />redevelopment efforts for several years. <br />The Office of Business Development also oversees private leaseholds at the Shoreline <br />- Marina, works with the Shoreline Business Association on cooperative marketing <br />efforts, and is leading the project to develop a 40-acre opportunity site at the Shoreline. <br />The Agency will continue to acquire and dispose of strategic real estate assets as <br />necessary to forward the goals of the community and the redevelopment plans and <br />assist our development partners in completing successful redevelopment projects. <br />2009-2010 ACCOMPLISHMENTS <br />Economic Development <br />• Worked with Cal-Coast Development and the Shoreline Development Citizen's <br />Advisory Committee to develop design concepts for the shoreline opportunity site <br />at the Shoreline. <br />• Contributed to the attraction, expansion or relocation of numerous manufacturing, <br />service, office and retail businesses including: expansion of AICo Iron and Metal <br />Company, Service West, Inc., Energy Recovery Inc., the third and final building <br />at Creekside Office Plaza, Yogofina and The Vine and Tapas. <br />• Initiated meetings of a new Redevelopment Advisory Committee in July 2009 to <br />provide input to the Redevelopment Agency and staff on large projects and <br />redevelopment planning documents, including the Redevelopment Agency Five- <br />Year Implementation Plan for 2010 - 2014. <br />• Entered into an Exclusive Negotiating Rights Agreement with Innisfree Ventures <br />II for development of 1550 East 14th Street and Town Hall Square (the triangle- <br />shaped block bounded by East 14th Street, Davis, and Hays). The Agency will <br />work with the developer to formulate a development plan that furthers the <br />objectives of the Transit Oriented Development Strategy. <br />Plaza Project Area <br />Completed final construction of downtown improvements, including improved <br />lighting, sidewalks and landscaping, as well as creation of community plaza on <br />West Joaquin Avenue at East 14 h Street, including a fountain and areas for <br />outdoor seating and dining. <br />~ ~ `, <br />h` ,~r~+r <br />_..'~/ <br />
