Appointment to Airport Groups 2 June 21, 2010 This year, appointments to all three groups were needed. Staff advertised in a number of ways to solicit community interest in these appointments, and applications were submitted to the City Manager's Office in March for consideration by the City Council Airport Committee. Only one individual applied for the North Field Group. That was Debra Brinson, a resident of the Davis West neighborhood. The Committee recommended her appointment after reviewing her application. The Committee will remain open to accepting other applications for the second community representative to the North Field. In the meantime, Ms. Brinson and the Community Relations Representative will represent San Leandro at these meetings. Only two individuals applied for the South Field Group -John Manuel, who is currently serving on the Group, and Gerd Marggraff. Both are residents of the Mulford Gardens neighborhood. The Committee recommended their appointments after reviewing their applications. There were three applicants for the Noise Forum appointment. After interviewing all three applicants, the Committee recommended William Fernandez be re-appointed to the Noise Forum. This will be Mr. Fernandez's third 2-year appointment to the Forum. Current City Council Policy The guidelines for appointments to these groups are adopted within the Council Members' Handbook. City Council Committee Review and Action A City Council Airport Committee Ad Hoc Committee reviewed applications and/or interviewed applicants for these appointments on April 1, 2010. At its May 14 meeting, the Airport Committee concurred with the Ad Hoc Committee's recommendation for the appointments as listed above. Summary of Public Outreach Efforts In an effort to notify all interested parties that appointments to these groups were open, in February staff published a notice to recruit applicants in the San Leandro Times, sent notices to all Homeowner Associations in the city, and sent letters to all current North Field, South Field and Noise Forum community representatives. Fiscal Impact None CONCLUSION It is recommended that the City Council, by motion, appoint Debra Brinson as San Leandro's community representative to the Oakland Airport North Field Research Group, John Manuel and Gerd Marggraff as San Leandro's community representatives to the Oakland Airport South Field Research Group, and William Fernandez as San Leandro's community representative to the Oakland Airport/Community Noise Management Forum.
