2010 General Municipal Election Page 2 June 21, 2010 <br />Alameda County Registrar of Voters to provide election services to the City; and bill the City for <br />the cost of conducting the election. <br />RESOLUTION ESTABLISHING REGULATIONS FOR CANDIDATES <br />This resolution sets the following regulations for candidate statements: <br />^ establishes a maximum of 200 words for each candidate's statement of qualifications; <br />^ disallows any additional candidate materials to be mailed with .the Sample Ballot and <br />Voter Pamphlet; <br />^ sets a deposit amount of ~ l ,2Ot).{:fit:), to be paid by candidates at the time of filing <br />nominating papers and candidate statements, for their pro-rata share of the costs of <br />printing, handling, translating and mailing the candidate statements. Following the <br />election, candidates will be refunded any overage or billed for any additional costs. <br />ORDINANCE ESTABLISHING ELECTION AND NOMINATION PROCEDURES <br />Article VI, Section 610 of the Charter of the City of San Leandro provides that the Council, by <br />ordinance, may provide for the method of conducting municipal elections. This ordinance <br />provides .for the publication of the Notice of Election by the City Clerk, the method of <br />nomination of candidates, filing dates for nomination papers and time extension if an incumbent <br />fails to file. It also sets provisions for the procedure to be used if no one or only one candidate <br />files or if no one or only one person is nominated. As this ordinance relates to an election, it is <br />effective immediately upon adoption, pursuant to Government Code Section 36937(a). <br />Current City Council Policy <br />Not Applicable. <br />Previous City Council Action(s) <br />On January 19, 2010, the City Council adopted Resolution No. 2010-006, approving the <br />Memorandum of Understanding between the County of Alameda and the Cities of Oakland, <br />Berkeley and San Leandro for reimbursement of the costs associated with RCV. <br />On February 1, 2010, the City Council passed to print and adopted Ordinance No. 2010-002, <br />amending Article 1, Chapter 1-11 of the San Leandro Municipal Code to change the date of the <br />City's General Municipal Election from June to November of even-numbered years. This change <br />allows the City to use RCV along with the Cities of Berkeley and Oakland. <br />On April 19, 2010, the City Council passed to print and adopted Ordinance No. 2010-005, <br />providing for the conduct of the General Municipal Election using RCV. <br />Summary of Public Outreach Efforts <br />Notification of the election date change was published in both the Daily Review and San Leandro <br />Times, on the City's election webpage, and on the City's Government Access Channel 15. A <br />large-scale public outreach effort is being coordinated with Berkeley, Oakland, San Leandro and <br />Alameda County to educate voters on RCV, and will be underway soon. <br />
