Sims, Community Development Director <br />T~ <br />VIA: Tom Liao, Housing/CDBG Manager <br />~~ <br />BY: Steve Hernandez, Housing Specialist I <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />AGREEMENTS FOR FY 2010-2011 BETWEEN THE CITY OF SAN LEANDRO AND CDBG <br />SUBRECIPIENTS FOR PUBLIC SERVICES GRANTS. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a resolution to enter into nine (9) public <br />services grant agreements with the following service providers: Building Futures With Women <br />and Children (BFWC) ($21,000); Davis Street Family Resource Center (DSFRC) for Basic <br />Needs Program ($35,000) and for Community Counseling Program ($10,000); Eden Council for <br />Hope and Opportunity Housing (ECHO Housing) for tenant-landlord counseling services <br />($15,000), for Rental Assistance Program ($5,000), and for fair housing services ($14,000); Girls <br />Incorporated of Alameda County (Girls Inc.) ($10,000); Safe Alternatives to Violent <br />Environments (SAVE) ($10,940); and Service Opportunities for Seniors, Inc. (SOS) ($10,940). <br />These CDBG projects were authorized by the City Council on April 19, 2010 in the FY 2010- <br />2011 Consolidated Action Plan. <br />BACKGROUND <br />The six (6) organizations providing the nine (9) public services programs applied for public <br />services funds under the City's FY 2010-2012 Community Assistance Grant Program (CAP) in <br />January 2010. Due to the City's budget deficit, the City is unable to allocate local General Funds <br />to the CAP Program as it has done in previous years, and as a result, the CAP Program has for <br />now been funded solely with CDBG funds. The Human Services Commission (HSC) <br />recommended that these public services organizations be funded with the available CDBG funds, <br />and the City Council approved them in Apri12010. The HSC's CAP recommendations are for a <br />two-year period (FY 2010-2011 and FY 2011-2012), however, funding for FY 2011-2012 is <br />dependent upon the City's annual entitlement grant from HUD and the performance of each <br />service provider in FY 2010-2011. <br />
