Annual Street Sealing 2009-10
P&S. Call for Bids 2 June 21, 2010
Analysis
Based on information obtained from the pavement condition surveys and discussions between
Engineering and Transportation Department staff and Public Works Street Maintenance staff, the
following streets were selected for treatment in the Annual Street Sealing 2009-10 project:
Slurry seal streets:
- Sandelin Avenue from Lake Chabot Road to East Juana Avenue
- Homans Avenue from Sandelin Avenue southeast to end
- East Juana Avenue from Sandelin Avenue to 272' east of Graff Avenue
- Harborview Drive from Skyview Drive to Marineview Drive
- Longview Drive from Skyview Drive to Marineview Drive
- Marineview Drive from Skyview Drive to Vistagrand Drive
- Parker Street from Estudillo Avenue to Sandelin Avenue
- Lakeview Drive from Marineview Drive (north of the intersection) to Marineview Drive
(south of the intersection)
- Starview Drive (entire length)
- Edgehill Court from Marineview Drive east to cul-de-sac
Asphalt rubber cape seal streets:
- Sybil Avenue from Bancroft Avenue to Grand Avenue
- Estudillo Avenue from 90' east of Bancroft Avenue to MacArthur Boulevard
- MacArthur Boulevard from Estudillo Avenue to Bridge Road
To take advantage of the current favorable bidding atmosphere, an additive alternate of
additional streets is also included, which will allow the City to incorporate as many streets as the
budget will allow.
Bid Alternates (asphalt rubber cape seal):
- Lloyd Avenue from Washington Avenue to Martell Avenue
- Castle Street from Ark Drive to Western Avenue
- Castle Court from Ark Drive east to cul-de-sac
Staff continues to explore the most economical ways to maintain City streets. This year's project
will incorporate the use of an asphalt rubber chip seal application into the program. Rubberized
asphalt products have been used by Caltrans and a few other agencies for several years. Asphalt
rubber treatments are more flexible than standard. treatments, keeping the surface waterproof by
preventing the formation or propagation of cracks. While the application is more expensive than
the standard chip seal products, it requires less preparation effort by Public Works Services street
crews and can be used on streets in poorer condition that would typically require more expensive
asphalt overlay repairs. Traffic noise is typically reduced when using rubberized asphalt and as
the materials used are made from recycled tires, this treatment also aligns with City's goal of
using "green" products.
Applicable General Plan Policy
This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action
Item 16.03: Maintenance.
