Consideration of Ballot Measure 2 June 21, 2010 <br />members on the need for increased revenue in order to continue, or maintain, services and <br />personnel. <br />DISCUSSION <br />For discussion purposes, under consideration is a '/4 cent sales tax revenue measure to provide <br />temporary emergency funding for essential City services. The potential measure would have the <br />following elements: <br />• '/4 cent on Sales Tax <br />• Seven year sunset clause <br />• Citizens' Advisory Oversight Committee <br />• Annual, independent audits <br />Should the ballot measure pass, it is estimated to provide approximately $4 million annually for <br />general city services for the duration of the seven years. During Fiscal Year 2010-11 only one <br />quarter will be collected, generating approximately $1 million. <br />CONCLUSION <br />The Council is being asked to consider directing staff to prepare the documents for consideration of <br />a ballot measure. This does not equate to a decision about placement on the ballot, it simply directs <br />staff to prepare documents for Council consideration. All documents and related information <br />regarding the ballot measure will be presented at the July 19 Council meeting. At the July meeting, <br />the Council would then consider placement of a potential measure on the November 2, 2010 ballot. <br />
