Annual Rent Review Program Evaluation (June 2009 -May 2010) <br />From June 2009 to May 2010, there were 27 tenant and landlord inquiries addressed by staff <br />which is a decrease from the previous year, which had S2 tenant and landlord inquiries. Of the 27 <br />inquiries this year, there were 11 inquiries by tenants and 16 by landlords. <br />There were no cases heard by the Rent Review Board this year which is a decrease from the four <br />(4) cases heard last year. Staff processed two cases in 2009-10 for Board review, but one case <br />was mutually resolved between landlord and tenant and the other case was withdrawn by the <br />tenant just prior to the scheduled hearing dates. Table 1 below provides a summary of cases <br />reviewed by the Board over the last five years. One factor for the inactivity in RRB cases maybe <br />the decline in rents according to Attachment A below. <br />Table 1. Rent Review Board (RRB) Case Summary <br />Period (June - Ma) Cases <br />2005-06 0 <br />2006-07 1 <br />2007-08 6 <br />2008-09 4 <br />2009-10 0 <br />Attachment A shows the average rent (for all bedroom sizes) in San Leandro during first quarter <br />(January through March) of 2010 fell by 1.8% compared to the average 2009 annual rent and the <br />vacancy rate decreased from S.4% to 3.6% in the last year. Staff conducts an informal, point-in- <br />time rental survey annually based on mass circulated listings in local and regional newspapers <br />and on the Internet as displayed in Table 2 below. Table 2 confirms the decline in rents in 2010 <br />for studio, one bedroom, 2 bedroom/1 bath, and 3 bedroom units, however, rents for 2 <br />bedroom/1.S baths and. 2bedroom/2 bath units increased which may reflect greater demand for <br />them. <br />Table 2.
