Engineer's Report FY 2010/11 <br />City of San Leandro <br />Heron Bay Maintenance Assessment District No. 96-3 <br />B. Mitigation and Monitoring <br />Mitigation of the Heron Bay project was accomplished by construction of wetlands, tidal <br />wetlands, and upland or high ground for wildlife habitat. In order to verify that the habitat <br />is healthy and in order to identify maintenance requirements a monitoring report is <br />prepared annually. <br />For Fiscal Year 2010/11 a monitoring report will be prepared by a consultant and funded <br />by the District. <br />C. District Reserve Fund <br />A Maintenance Reserve Fund is maintained by the District in the amount of $300,000 <br />to fund capital improvements and unexpected or emergency repairs. There have not <br />been any withdrawals from the reserve fund this past fiscal year and none are <br />anticipated for the coming fiscal year. <br />D. Capital Improvement Projects <br />Spartina <br />The Spartina removal project continues with some minor post eradication work. Major <br />eradication is complete; spraying of stubborn patches is all that occurred in fiscal year <br />2009/10 and is all that is anticipated for fiscal year 2010/11.The District has expended <br />$94,000 on this project of which $30,299 has been reimbursed by a grant managed by <br />the California Coastal Conservancy. An additional reimbursement of $60,000 has been <br />requested but not yet been processed. This year's expenditures are expected to be <br />less than $10,000. Further reimbursements from the California Coastal Conservancy <br />may occur. <br />Levee Repair 2009/10 <br />This project was initiated to repair non-emergency damage to the levees that occurred <br />during the winter of 2005/06. The construction phase of the levee repair project is <br />complete, final paperwork and invoicing for grant funds will occur this summer. The <br />District has expended $100,000 toward this project which is expected to be reimbursed <br />by a grant from the Federal Emergency Management Agency. <br />Levee Maintenance 2014/15 <br />The nature of the levees that protect the Heron Bay marshland is such that they require <br />periodic maintenance; specifically, the heavy stone rip rap that prevents erosion shifts, <br />settles, or washes away and needs to be replaced. This work is most efficiently done by <br />an outside contractor in large quantities. In fiscal year 2009/10 the Heron Bay Levee <br />Maintenance account was established. Provided that there are funds available, the <br />District will contribute to the account each year. When sufficient funds have <br />accumulated City staff, working on behalf of the District, will obtain permits and bids for <br />the work and then contract for construction of the work.
