MITIGATION MONITORING AND REPORTING PROGRAM <br />FOR THE KAISER SAN LEANDRO MEDICAL CENTER /MIXED-USE RETAIL DEVELOPMENT PROJECT <br />Monitoring Responsibility Implementation and <br />.Environmental Impact Mitigation Measures Monitoring Timeline <br />to stop riding. This subsidy needs only be applicable for the first two months after <br />a drop-out, and only for two drop-outs per yeas <br />• Parking Cash-Out Subsidies/Incentives -Kaiser shall investigate the feasibility of <br />implementing a parking cash-out subsidies program, which would pay a minimum <br />of $90/month incentive subsidy, indexed to the San Francisco Bay Area Annual <br />Consumer Price Index, to all employees who use alternative transportation modes <br />other than drive alone. If feasible, Kaiser shall implement the parking cash-out <br />subsidies program. <br />• Bicycle Storage and Racks -Kaiser shall install and maintain bicyce storage and <br />bicycle racks at the Kaiser Medical Center. The bicycle storage facilities shall be <br />assigned to employees and the bicycle racks would be provided for general use. <br />Additional space shall be reserved and the number of bicycle storage and racks <br />shall be increased if demand warrants. <br />• Combined Shower and Changing Facilities -Kaiser shall provide and maintain <br />shower and changing facilities, including clothes lockers, at the Kaiser Medical <br />Center. <br />• Employee Surveys -Kaiser shall conduct a commuterlTDM survey of its <br />employees at the Kaiser Medical Center twice annually for the first two years and <br />annually thereafter to determine the effectiveness of the TDM program. The <br />survey shall identify the various means of transportation to work used by <br />employees, the quantities of employees using each, and the improvements that <br />can be made to the TDM program. Should it be determined that the TDM program <br />objectives of ten to fifteen percent single-occupant vehicle reduction are not being <br />achieved, then the applicant and the City shall meet to jointly determine the <br />feasibility of additional or modified measures designed to achieve this objective. <br />The City Community Development Director and Engineering and Transportation <br />Director shall have the final authority and discretion (subject to appeal to the <br />Planning Commission) to determine additional or modified measures that may be <br />needed to achieve the TDM reduction target. Kaiser shall implement the additional <br />or modified measures. <br />Mixed-Use Retail Development Transportation Demand Management Program. <br />At such time as the land use components of the Mixed-Use Retail Development may <br />become finalized, the City and the project sponsor shall develop a TDM Program to <br />reduce vehicle trips generated by that development, starting with identification of a <br />single-occupant vehicle reduction objective appropriate for that project. All measures <br />shall be implemented by the project sponsors to the satisfaction of the City of San <br />Leandro Community Development Director and Engineering and Transportation <br />Director. <br />• Transportation Coordinator -The applicant for the Mixed-Use Retail Development <br />April 22, 2010 Kaiser Permanente San Leandro Medical Center and Mixed-Use Retail Development Project 6/22 <br />
