Chapter I -Introduction <br />2) higher density infill development that takes advantage of proximity to <br />BART and Downtown. <br />The Strategy contains detailed designs for improvement of area streets and <br />the BART and AC Transit Station. It also includes site development plans and <br />illustrations of recommended infill development projects, and design guide- <br />lines that the City and Redevelopment Agency may use to review develop- <br />mentproposals for the sites in question. Estimated costs for capital improve- <br />mentprojects and an implementation timetable that identifies recommended <br />roles and actions for the City and Redevelopment Agency of San Leandro, <br />BART, AC Transit and other governmental entities are also provided. <br />7 - BART / AC Transit Station Renovation -Work with BART and AC Transit <br />to improve patron amenities and create an attractive "Gateway to the City." <br />Redevelop the existing surface parking lot west of the bus station as a drop- <br />offplaza. Compress the bus station to accommodate plaza, and upgrade fur- <br />nishings, lighting, and paving surfaces. <br />8 - Commuter Rail Platform -Work with the rail companies to determine <br />the feasibility of commuter rail and/or Amtrak service and a platform along <br />one of the two active rail lines in the area. Minimize platform impact relative <br />to Westlake Site redevelopment. <br />The "District Improvement Recommendations' and "BART Station Area Con- <br />cept" indicates the major projects proposed within the Revitalization Strategy <br />area. These projects are summarized below and described in more detail in <br />subsequent chapters. <br />1- Westlake (Chang) Property Infill Office/R&D -Develop this vacant site <br />with office/R&D buildings at a minimum 0.50 floor-to-area ratio (FAR); i.e., at <br />least 160,000 square feet of leasable space should be developed on the site. <br />2 - BART Surface Lot Infill mousing & Replacement Parking -Redevelop the <br />existing surface parking lot at the corner of San Leandro Boulevard and West <br />Juana with multi-unit housing with up to 200 units. Provide replacement <br />parking for BART in a structure to the west of the BART station, and a pedes- <br />trian walkway connecting San Leandro Boulevard and West Joaquin Street. <br />3 - San Leandro Boulevard Streetscape -Expand and/or create medians to <br />reduce street from 7 to 5lanes, calm traffic, and enhance pedestrian crossings <br />between BART and adjacent Downtown and neighborhood areas. Install <br />curbside street trees and lighting. <br />4 - West Estudillo Streetscape -Enhance pedestrian linkage between BART <br />and Downtown while showcasing historic properties; improvements include <br />lighting, street trees, and improved pedestrian street crossings. <br />5 - West Juana Streetscape -Reduce street width, calm traffic, and enhance <br />pedestrian crossings with new landscaped median. Install curbside street trees <br />and improve pedestrian crossings. <br />6 - Alvarado Streetlmprovements -Establish street trees, pedestrian-oriented <br />lighting, and a bike route designation between San Leandro Creek and West <br />Estudillo Street, to encourage Cherrywood residents to walk and bike to BART <br />and Downtown. <br />9 - West San Leandro Boulevard Frontage Redevelopment -Redevelop exist- <br />ingproperties between Davis Street and San Leandro Creek with infill hous- <br />ing,office, and/or commercial service uses that are complementary in quality <br />and character to the Creekside Plaza project across San Leandro Boulevard. <br />10- Neighborhood Mini-Park -Acquire the site currently for sale at the south- <br />east corner of West Joaquin and Clarke streets for aneighborhood-oriented <br />park/green. The recommended program includes a "tot lot" for preschoolers, <br />ornamental garden/sitting area, and open lawn surface. <br />11- Environmental Center - Provide a site for the Creekside Environmental <br />Center along creek frontage within the Revitalization Strategy study area. <br />The Planning Process <br />The Revitalization Strategy was developed in conjunction with a Technical <br />Advisory Group (TAG) of local community members (a number of whom are <br />also members of the General Plan Advisory Committee, or GPAC) and repre- <br />sentatives of BART, AC Transit, and the Metropolitan Transportation Com- <br />mission (MTC). Four TAG work and review sessions were held to develop <br />and critique recommendations. Three public workshops were held between <br />TAG sessions to review the Strategy as it progressed, focusing first on capital <br />improvements and then on infill development proposals. Capital improve- <br />ment and infill project recommendations were then presented to the Plan- <br />ning Commission and City Council Economic Development and Redevelop- <br />ment Committee for preliminary comment. <br />In general, support for Streetscape- and pedestrian-related improvements, <br />renovation of the BART / AC station, and development of the Westlake Site <br />was strong in all forums. Most controversial was development of the BART <br />parking site for infill housing. Concern focused on potential parking impacts <br />- 12 - <br />
