The facility as a whole is cut off from its surroundings by dense ever- <br />green planting along the San Leandro Boulevard frontage, as well as by the <br />current configuration of San Leandro Boulevard itself, discouraging walk-in <br />users. <br />There is no drop-off for "kiss and ride" passengers convenient to adjacent <br />street frontages. The "kiss and ride' drop-off area for BART patrons and the <br />taxi stand are to the west of the platform and fare gate area, and can be ac- <br />cessed only from within the parking lot. The area is congested, and conflicts <br />between parking and drop-off movements are common. This discourages <br />use. <br />Recommended design improvements focus on upgrading the overall level of <br />amenity and design quality of furnishings and other design elements, so that <br />the station is perceived as an attractive downtown landmark and hub of ac- <br />tivity, opening the station visually to its surroundings, and linking it func- <br />tionally to the fabric of downtown San Leandro. Furnishings, lighting, and <br />paving surfaces throughout the area should be renovated. <br />Significant reconfiguration of the facility along San Leandro Boulevard is rec- <br />ommended. Asillustrated bythe concept sketch above, major aspects include <br />adrop-off/taxi stand plaza on the site of the existing surface parking area just <br />south of the access drive. These parking spaces would be replaced in a park- <br />ingstructure to the west of the station (see next section). The AC Transit bus <br />station would be compressed somewhat to allow room for the "kiss and ride' <br />drop-off plaza, with the left turn access drive shifted south to align with a <br />pedestrian crossing at West Joaquin Street. This will connect passengers with <br />the pedestrian way recommended along the northerly frontage of infill hous- <br />ing proposed for the BART surface parking lot (see next section). <br />The proposed plan retains the designated left turn for AC transit buses from <br />San Leandro Boulevard into the station, and provides for the 12 bus bays that <br />-25- <br />BART/AC Transit Station Renovation: Plaza Station Concept <br />
