Chapter IV -Implementation Strategy <br />IV. Implementation Strategy <br />The Revitalization Strategy contains both policy and capital improvement el- <br />ements. This chapter describes the actions, cost, and financing approaches <br />recommended to put these elements into effect. Policy-related actions include <br />incorporating the Strategy into the updated City of San Leandro General Plan, <br />Zoning Code, and Five-Year Implementation Plan for the Plaza Redevelopment <br />Project Area, and establishing guidelines-related administrative review proce- <br />dures for projects within the Strategy area. <br />Capital improvements-related actions include establishing the public-private <br />financing mechanisms needed for the pedestrian-, traffic calming-, and <br />streetscape-related improvements proposed throughout the Strategy area. <br />General Plan Consistency. The Redevelopment Plan must conform to the City <br />of San Leandro General Plan. Therefore, the above proposed amendments to <br />the Redevelopment Plan are also proposed for inclusion in the City's new Gen- <br />eral Plan. <br />Zoning Consistency. Since the Plaza Redevelopment Plan supersedes the un- <br />derlyingCity zoning designations, zoning amendments are not required. But, <br />it is recommended that the zoning be revised as necessary to be consistent <br />with the Redevelopment Plan. <br />Capital Project Cost and Funding <br />Project Costs. Concept-level cost estimates for the Revitalization Strategy's <br />capital improvement projects are listed below. <br />The San Leandro Redevelopment Agency will assume the lead role in terms <br />of facilitating new development, initiating capital improvement projects, and <br />pursuing the additional state and federal grant sources needed to fund imple- <br />mentation of the Strategy. <br />Policy-Related Actions <br />Redevelopment Plan Consistency. All of the strategic sites addressed in the <br />Revitalization Strategy are also located within the boundaries of the Project <br />Area of the Plaza Redevelopment Plan and are subject to its provisions. The <br />Revitalization Strategy meets the stated purpose of the Plaza Redevelopment <br />Plan and conforms to its General Land Utilization provisions. <br />However, there are some discrepancies between the specific land uses al- <br />lowed by the Redevelopment Plan and those proposed by this Revitalization <br />Strategy. Implementation of the Revitalization Strategy will require the follow- <br />ingamendments to the Land Utilization Plan of the Plaza Redevelopment Plan: <br />1. Change the Land Use designation for the properties along the west side <br />of San Leandro Boulevard between Davis Street and San Leandro Creek <br />from "Business Park" to "Retail Sales, Office Facilities, or Residential:' <br />2. Change the Land Use designation for the BART parking lot east of San <br />Leandro Boulevard from "Public" to "Residential." <br />3. Change the Land Use designation for a portion of the Alvarado Street <br />Area north of Davis Street from "Business Park" to "Residential or Of- <br />fice." <br />- San Leandro Boulevard: $2,000,000 <br />- West Estudillo Street: $525,000 <br />- West Juana Street: $675,000 <br />- Alvarado Street: $425,000 <br />- BART/AC Transit Center: $2,000,000 - $4,000,000 (range) <br />- Clarke Street Neighborhood Mini-Park: $450,000 (excl. land acquisi- <br />tion) <br />Costs are significant, and projects will occur overtime as funding is available. <br />Though funding will come from the Redevelopment Agency and a variety of <br />grant sources, all of these projects with the exception of the BART/AC Transit <br />Center renovation will need to be incorporated in the City's five-year Capital <br />Improvement Program (CIP) and managed by the City's Engineering De- <br />partment. <br />Grant Funding Sources. As noted, costs for recommended capital improve- <br />ments are significant, and the Redevelopment Agency will not be able to fund <br />all of them. However, there are a range of grant programs available for the <br />kinds of transit-oriented and urban livability projects proposed by the Revi- <br />talization Strategy. In coming years the Redevelopment Agency will work with <br />the City's Development Services and Engineering departments and BART <br />and AC transit to apply for the grant funds needed to implement the projects. <br />Potential grant program/fundingsnurces include the following: <br />- Metropolitan Transportation Commission (MTC) Transportation for Livable <br />Communities Program (TLC): This program provides funds for capital im- <br />provements, planning assistance, and community outreach. <br />-40- <br />
