Appendix -Design Guidelines <br />3) Parking: Surface Lots and Structures <br />A. SURFACE LOTS -should be designed as an integral feature of the over- <br />all site plan and combine with buildings to create a unified overall site <br />composition. <br />1. Parking areas should be planted -with shade trees at a minimum <br />ratio of 1 tree for every 5 parking stalls; a ratio of 1 tree for every 3 <br />parking stalls is recommended. <br />2. "Orchard" tree arrangement - In general, shade trees should be dis- <br />tributed evenly throughout parking lots to provide shade, enhance <br />appearance as seen from adjacent streets and properties, and screen <br />views from nearby buildings. An "orchard" arrangement - i.e., regu- <br />larly spaced grid - of trees is encouraged. This arrangement pro- <br />vides more even distribution of vegetation and shade throughout <br />the parking area. <br />3. Other non-typical planting approaches -are encouraged, including <br />trellises, arbors with vines, and/or other elements that reduce the <br />scale and visual impact of parking areas. These elements should be <br />consistent in design and materials with principal building(s) and <br />other site features, and complementary with parking area lighting. <br />4. The Perimeter of Parking Lots and Driveways -adjacent to streets <br />and sidewalks shall be screened with an attractive ornamental low <br />wall or ornamental fence. <br />B. PARKING STRUCTURES -Though the exact location remains to be de- <br />termined, aparking structure is recommended to accommodate relocated <br />and needed additional BART parking. Regardless of its location, the struc- <br />ture is likely to be relatively large and highly-visible from BART and ad- <br />jacent properties. Development of other properties within the Strategy <br />area (e.g., the Westlake Site) may also include parking structures. It is <br />important that parking structures exhibit a level of design that is comple- <br />mentary to the other forms of development envisioned for the area, and <br />appear more like a building than a parking structure. <br />1. Automobile and Pedestrian Entrances -should be designed as dis- <br />crete,highly visible architectural elements, with accenting roof forms, <br />shaped openings, and special wall surface treatments. <br />-A6- <br />"Orchard" parking diagram. <br />
