<br />EXPLANATION: With the exception of the proposed in-fill housing project on the existing BART parking lot fronting San
<br />Leandro Boulevard, the residential developments anticipated by the Revitalization Strategy would not increase densities over those
<br />analyzed in either the existing General Plan or the Final EIR for the Expansion of the City of San Leandro Plaza 2 Redevelopment
<br />Project (Amendment No. 8). The project area is designated as both a Major Change Area and a Trend Change Area in the existing
<br />General Plan, although the General Plan does not specifically foresee high-density residential uses in this area. The Strategy includes
<br />site development plans and illustrations of recommended in-fill-development projects, which the City and Redevelopment Agency
<br />may use to review future development proposals for the specific sites in question. The City has a limited number of sites available
<br />for in-fill housing, such as the site proposed by the Strategy. 'Therefore, adoption of the Revitalization Strategy is anticipated to have
<br />less than significant impacts with regard to population growth. At this time, none of the projects anticipated by the Revitalization
<br />Strategy would include removal of existing housing units, and in fact the Strategy anticipates an increase in the number of housing
<br />units within the project area. In addition, due to the fact that the proposed in-fill housing site exists within the Plaza Redevelopment
<br />Area, any future project on that site would be subject to an inclusionary housing requirement, which requires that 15% of any
<br />residential project be developed as affordable housing. Therefore, housing impacts are anticipated to be less than significant.
