A. Background <br />The Downtown Plan was prepared by a 20 member com- <br />mittee and provides economic policy and guidelines for at- <br />tracting new uses to the downtown. <br />B. Goals and Objectives <br />The Downtown Plan Committee identified goals and ob- <br />jectives for the Plan based an the strengths and weaknesses <br />of the current Downtown. <br />C. Summary of Downtown Plan Issues <br />Many issues have shaped San Leandro's Downtown, such as <br />market changes, retail trends and past revitalization efforts. <br />D. Economic Development Issues <br />The City, Chamber of Commerce, Downtown Business <br />Association and property owners all have a role to play in <br />revitalizing the Downtown. <br />E. Existing Conditions <br />This section discusses existing issues, such as traffic, parking, <br />home values and changing demographics, which can affect <br />the Downtown. <br />F. Sales Tax Analysis <br />Studies of the sales tax collected from Downtown businesses <br />demonstrate the specific• retail strengths of the area. <br />G.
