III. DISCUSSION OF ENVIRONMENTAL EVALUATION <br />The Downtown Plan and Urban Design Guidelines is a document which addresses <br />community concerns regazding the existing downtown area. Specifically, it recommends <br />a revitalization plan and economic development strategy for the downtown. <br />The Plan was developed by a committee comprised of residents, business owners, <br />technical consultants and City staff. It is divided into three sections: economic and <br />marketing strategies, an urban design plan and urban design guidelines. These sections <br />provide recommendations to make the existing downtown a more vibrant shopping area <br />through better mazketing, a better pedestrian environment and improved building facades <br />for new and existing buildings. Some of these suggestions include enhancing existing <br />pedestrian corridors, replacing the existing plaza with one that is used as a gathering <br />space both informally and for community events, and developing ways to encourage <br />property owners to upgrade obsolete buildings. <br />The Plan does make some recommendations that could change parking and circulation <br />patterns. Specifically, it calls for redesigning an existing pazking lot, adding street <br />parking and potentially narrowing a State Highway (East 14th Street). These are just <br />recommendations; further study would be necessary before they would be enacted. In the <br />East 14th Street case, Caltrans approval would also be necessary before any changes were <br />made. These recommendations are detailed further in the explanations of questions 13 b, <br />c and d. <br />This document is intended for use by policy makers, developers, property and business <br />owners, residents of San Leandro and staff. This document does not advocate changes. <br />which will adversely impact the environment. Instead, it focuses on encouraging <br />improvements which embody the best of the existing development. <br /> <br />
