Recommendations -Next Steps <br />1. Potential costs to both the public and private sector need to be evaluated, <br />and funding mechanisms identified. Potential State or other funding for streetscape <br />improvements should be explored. <br />2. Meetings with the Downtown Association, City, and Chamber of Com- <br />merce should continue in order to prioritize downtown improvements and <br />special events needs. In addition to promotional events and marketing, increased <br />maintenance of common areas and additional (private) security should be ad- <br />dressed. <br />3. A series of educational meetings with city staff, key property owners, <br />and members of the San Leandro real estate community should be initiated to <br />address the issues of building upgrades. Commercial building obsolescence is a <br />major impediment to attracting quality tenants -Downtown commercial prop- <br />erty involvement and reinvestment is critical. Such meetings can serve to educate <br />owners as to the community's commitment to revitalizing Downtown, and to the <br />potential income losses realized with under-tenanting. <br />4. Additional work needs to be done to develop a business plan or strategy <br />with regard to Downtown tenants. An expanded list of potential retail tenants <br />that fit the demographic profile of the community should be generated, includ- <br />ing local, regional and national operations. Uses that are deemed incompatible, if <br />any, should be culled. Efforts should be made to identify local operators who fit <br />desirable tenant profiles. There should be a strong commitment from the City, <br />the Downtown Association and the Chamber of Commerce to actively seek <br />local operators (either looking to relocate or expand) who fit the desired retail <br />categories. <br />page 24 October 2000 San Leandro Downtown Plan & Urban Design Guidelines <br />
