The Downtown Plan affects both <br />the immediate downtown and its <br />neighbors. The plan has both short- <br />and long-term recommendations. <br />The Downtown Plan and Guidelines <br />work together to support a <br />consistent vision for the downtown. <br />A. Downtown Neighbors <br />Downtown Neighbors considers the area <br />immediately adjacent to the downtown. <br />This includes the Uptown area across East <br />Fourteenth Street, the historic residential <br />area to the east, and the relationship to <br />BART. <br />B. Downtown Plan- short term <br />The short-term recommendations for the <br />Downtown Plan are focused on catalyst <br />projects and simple low-cost improvements <br />that have big impact. The short term plan <br />addresses three key elements: historic pda~a <br />renovation and Estudillo-BART link; pe- <br />destrian improvements; parking lot im- <br />provements. <br />C.
