2.C Gathering space at <br />Joaquin/Washington <br />Description <br />Create a fine quality, flexible pe- <br />destrian and vehicular space along <br />West Joaquin near the Washington <br />Avenue intersection. <br />This can be accomplished <br />through the use of special paving, <br />improved lighting, vegetation, <br />amenities and maintenance. <br />Purpose <br />To facilitate public gathering and <br />outdoor events, such as farmers' <br />markets, live concerts and art fairs. <br />When not being used for special <br />events, the space normally functions <br />as a street and parking area. <br />By extending West Joaquin and <br />detailing it like a street, the parking <br />lot is broken into two smaller halves, <br />.reinforcing the downtown grid. <br />The West Joaquin extension can <br />become an "alternate" plaza site, <br />providing a gathering place for fes- <br />tivals that require more room than <br />historic plaza location can provide. <br />page 54 October 2000 San Leandro Downtown Plan & Urban Design Guidelines <br />
