When ample space is avail-
able, parking can be screened
and given a large setback
from road and sidewalk
In most situations, parking
can be screened with minimal
space using tight shrubs and
trees.
indicate that the overall supply of
parking is adequate, but distribution,
access, and appearance need im-
provement.
Siting/Orientation
Off-street surface parking should
always be located around and behind
buildings wherever street front re-
tail is located. Entrance to the park-
ing lot should be from the rear, with
access from a cross street or alley.
Areas which currently have park-
ing in front of the building should
be landscaped to effectively screen
the automobiles from the sidewalk
and contribute to a continuous street
rhythm.
Existing buildings should not be
removed to create parking lots for
adjacent businesses. This creates
large gaps in the street facade that
interrupt the pedestrian experience
along the street. Instead, on-street
parking can be increased, or connec-
tion to rear parking lots can be im-
proved.
To encourage alternative trans-
portation, adequate bicycle parking
facilities should be included in ev-
ery parking scheme.
Design
Parking areas should be designed
in accordance with the Ciry of San
Leandro zoning code for stall size,
aisle width and access driveways.
Surface parking lots should be
designed to include landscaping and
architectural elements consistent
with the style of the main building
and/or elements used in adjacent
streets. Screening of cars from streets
or pedestrian spaces with low walls
or low hedges is encouraged. How-
ever, clear sight-lines should be
maintained for security and surveil-
lance.
Space-defining architectural ele-
ments, such as arcades, arbors, trel-
page 74 October 2000 San Leandro Downtown Plan & Urban Design Guidelines
